Number of detainees in Cambodian prisons has doubled in past 10 years.
Various reasons are given for the increase in numbers, including improved law enforcement action. However, rights' groups have pointed out that the large numbers of suspects being held in pre-trial detention plays a major role in this rise in the Cambodian prison population. There are also increasing numbers of detainees with drug and alcohol problems, and people with mental health problems are often put in prison due to the lack of medical facilities.
For all these reasons, Cambodia's prison population is becoming severely overcrowded.

Cambodia's incarceration rate has doubled in the past 10 years, according to statistics obtained from the General Department of Prisons.
Department spokesman Nouth Savna said that in 2006 there were just 9,634 people behind bars; as of earlier this week, that figure had increased 125 percent, to roughly 21,700.
Justice Ministry officials did not respond to requests for comment on how the Kingdom’s incarceration rate had gone up so sharply – doubling from 0.07 percent to 0.14 percent of the total population being in prison...

Department spokesman Nouth Savna said that in 2006 there were just 9,634 people behind bars; as of earlier this week, that figure had increased 125 percent, to roughly 21,700.

Cambodia's already swollen prison population leapt by more than 20 percent last year, according to the Ministry of Interior’s annual report, which acknowledged the influx has caused “serious challenges” with overcrowding, and revealed one-third of inmates are in pre-trial detention.
Released at the ministry’s annual meeting yesterday, the report gave a rundown of the security sector’s activities in 2016, and also lauded the ministry’s suppression of protests, targeting of political dissidents and jailing of human rights workers.
It stated that 2016 saw a 3 percent rise in overall crime alongside a 22.8 percent increase in the prison population, with 13,635 people incarcerated last year and only 9,408 released. A further 76 prisoners died and three escaped.
Overall, it tallied 21,989 prisoners, including 1,781 women, 903 minors and 927 foreigners, with 40 percent of those jailed in 2016 locked up for drug offences, 10 percent for murder and 7.4 percent for aggravated robbery.
For the prison population overall, 7,495 were in pre-trial detention. Of the remaining 14,494, 8,028 have been sentenced but have not exhausted their avenues for appeal, while 6,466 have received a final verdict...

Prisoners swap cells as Sihanouk facility opens

The nearly 800 inmates of Preah Sihanouk Provincial Prison got a new home yesterday as they were transferred to a new facility constructed over the past 11 months, provincial prison chief Sam Sophal said yesterday.
Sophal said that the 792 prisoners were moved by military trucks to the new site in Muoy commune, which was completed late last month.
The plot, roughly 20 kilometres away from the old location, was procured by the government following a land swap with the Sombo Dara Company, which was granted control of the former prison site in return for constructing the new facility.
“The new Preah Sihanouk Provincial Prison is larger, with better safety, security and environment compared to the old one. Particularly, we created a skill centre for training the prisoners . . . so that they can use the skills to earn a living for themselves and their families after they leave,” he said, adding that the old prison had no such centre.
According to Sophal, the new prison is also more than three times the size of the old facility, at 3.6 hectares. Cambodia is currently in the midst of a prison overcrowding crisis, with many prisons operating at more than two times their capacity...

Prey Sar still overcrowded despite two new prisons

One of Cambodia’s most notorious prisons now houses 6,000 inmates – more than three times its maximum capacity – despite prisoners twice being transferred to a new correctional centre in recent months, a prison official said yesterday.
Kim Sarin, deputy general director at the Ministry of Interior’s General Department of Prisons, said overcrowding at Prey Sar prison in Phnom Penh, also known as Correctional Centre 1, forced the department to make two transfers of inmates to a new prison in Pursat province. “The standard capacity is between 1,600 and 1,800 people, but now we contain more than 6,000 people,” Sarin said.
A new prison in Takeo province is also under construction, according to Sarin, as well as a private prison for wealthy inmates in Pursat. A new prison in Preah Sihanouk also opened in May.
Civil society organisations have been watching Cambodia’s swelling prison population with concern. The number of inmates jumped by 23 percent to nearly 22,000 last year, according to the Ministry of Interior. More than one-third of inmates were in pretrial detention. Most of the recent detainees were nabbed during a drug crackdown that started at the beginning of this year...

Cambodia’s prison population swelled to more than 28,000 inmates last year – well over the system’s capacity – with Interior Minister Sar Kheng suggesting yesterday that the construction of more luxurious pay-to-stay prison blocks for wealthy inmates could help alleviate the severe overcrowding.
The Prisons Department yesterday released its annual report, which also showed that the prison population had ballooned by some 30 percent in 2017, to 28,414, with more than 10,000 of the system’s inmates locked up in pre-trial detention – an issue consistently flagged by the United Nation’s human rights body and rights groups.
In 2016, there were around 22,000 inmates, with 7,500 in detention awaiting trial.
The spike coincided with a controversial drug crackdown started by law enforcement at the beginning of last year that has so far seen 17,800 arrests, the majority of whom were small-time drug users. The campaign is expected to continue at least until the July national elections.
Kheng acknowledged the longstanding overcrowding issue yesterday, suggesting that more holding cells were required, specifically pointing out a privately built block for wealthy inmates at Phnom Penh’s Prey Sar prison as a model.
“Obviously, we will check and test the Prey Sar prison first, and if this test is successful, we will start to implement it in other prisons, such as in Siem Reap, Battambang, Svay Rieng, Kampong Cham, Takeo, Stung Treng and some provinces,” he said.
He said provisions were needed to facilitate private investment in prison infrastructure, calling on firms to be open to such projects.
Sar Kheng announced the construction of the “hotel-like” prison block at Prey Sar last year, saying inmates could pay to use the facilities, which would be a far cry from typical Cambodian prison cells, where scores often share a single latrine and ailments like nutritional deficiencies, abnormal physical weakness, diarrhoea and scabies are common. Yesterday’s report noted that construction was 60 percent complete on the Prey Sar facility...

Senate proposes new prisons to offset rise in inmates

The prison population rose by 30 percent from 2016 to 2017, according to a General Department of Prisons report issued this year.
Senators have asked the Interior Ministry to build more prisons in order to reduce overcrowding in jails across the Kingdom. Senate spokesman Mam Bun Neang said yesterday that all Senators agreed to ask the Interior Ministry for the prisons.
Huy Hoeun, deputy director of the Interior Ministry’s General Department of Prisons, said the proposal is welcomed.
“I think it’s a decent request from the Senate,” Mr Hoeun said. “It’s true that the general prison population has increased.”
The prison population in the country increased by nearly 30 percent in 2017 when compared to 2016, an annual report released in February by the General Department of Prisons showed.
“The prison population rose 29.21 percent compared with 2016. That equals 6,425 people, including 662 women,” the report said.
The prison population in 2017 was 28,414 inmates, the report noted.
