Why allocate those resources to these guys in particular? Who are they and why do they want them back so badly? The kind of technology needed to do that is thus deployed, in the field, in Cambodia and obviously working...thus, what is really going on here? Why were the local forces, that you cannot get off their ass to do anything, snap to so suddenly on these PRC citizens? Does this represent a new tool in local security forces arsenal that can or will be deployed on everything?
After the recent election to a single party state isn't anyone curious if this represents something larger?

The only reason the locals are getting off their arses would be because their bosses told them. So how much is PPPD in the pocket of the Chinese? Cambodia Breaking News (Siem Reap): On August 20, 2019, on the request of the Chinese authorities, the immigration police at Siem Reap airport collaborated with the General Department of immigration to prepare the deportation of two Chinese nationals from Cambodia to China on flight no.CZ-3054(REP-CAN).
The police said two Chinese suspects were identified as SU LINFENG, a 43-year-old man, and WAN JING, a 45-year-old woman. The suspects were detained by immigration police at Siem Reap airport, then returned to the investigation department on June 23, 2019, for alleged involvement in economic crime in mainland China (PRC).

Cambodia Breaking News (Sihanoukville): On August 20, 2019, the immigration police at Siem Reap airport collaborated with the Sihanoukville deportation officer to prepare the deportation of a Chinese man from Cambodia to China on flight no. HO1320(KOS-CHN).
The police said the Chinese suspect was identified as XIONG WEI, a 36-year-old man. The deportation officer received the suspect from the investigation department on June 26, 2019. He is wanted for economic crime in China.
The suspect is banned from Cambodia for 3 years.

Cambodia Breaking News (Sihanoukville): On August 21, 2019, at 07:10 am, the immigration police of Sihanoukville airport collaborated with the Sihanoukville deportation officers to deport a Chinese couple from Cambodia to China on flight no.LQ954 (KOS-CHN).
The police said two Chinese suspects were identified as YIN LINLIN, a 40-year-old man and GU QIANE, a 38-year-old woman. They were detained in Cambodia on August 16, 2019, for economic crimes committed in China.

China’s embassy in Cambodia has requested assistance from the Cambodian government in arresting Chinese nationals who are suspected of committing crimes in the Southeast Asian country, and deporting them back to China, officials told RFA’s Khmer Service
The embassy told the Cambodian national police it wanted both to protect innocent Chinese in Cambodia, as well as prevent kidnappers from tarnishing the reputation of Chinese in the country.
Sar Thet, the deputy national police chief and chief of the Phnom Penh police department, told RFA that the embassy asked for stronger cooperation in security out of concern for Chinese tourists and investors being targets of violence and kidnapping committed by Chinese.
Hu Wei, the director of the embassy’s overseas Chinese affairs office, made the request while meeting with Chief Sar Thet in the Cambodian capital on Monday.
“He wants to [enhance] our [collaborative] working connections so that the embassy can monitor Chinese nationals who come [to Cambodia] for investment or travel,” Sar Thet said.
The police chief said that during the discussion, he and Hu agreed to an exchange of police personnel between the two countries, so that they could be better prepared to maintain security in Cambodia, as there were many recent crimes committed by Chinese in Phnom Penh and Preah Sihanouk province.
It is because of these “bad Chinese” that Hu asked for help in arresting them so they could face punishment in China.
“Chinese have been violent and committed other crimes in Phnom Penh and Kompong Som. They are always drunk and argumentative, and they commit crimes in Phnom Penh, so we implemented the law and [Hu] supports our enforcement,” said Sar Thet.
China’s ambassador did not respond to a request for comment from RFA.
Circumventing local law
Am Sam Ath, deputy director of Cambodian rights group LICADHO said it was wrong to send Chinese accused of crimes in Cambodia to China to face trial.
“If [they] broke the law [in Cambodia] and are only sent back to China without having to face trial under Khmer law, they will have no reason to fear the law [while in Cambodia]. It will not be implemented effectively,” he said.
He said the Chinese nationals who commit crimes in Cambodia should be sentenced in Cambodia. Only after fulfilling their sentences as laid out in Cambodian courts can they then return to China, and at China’s digression, they could be investigated further and sentenced again in Chinese courts if other crimes are revealed, Am Sam Ath said.
