This is a very common phenomenon in Cambodia, between Khmers or between Khmers and barangs

Decent schools have ID cards for people who can pick up kids from school, and if you don't have a card, you don't get the kid.

due to public concern I have retracted the reward money as have had messages saying it could start an epidemic of other offences against Barang kids living here

I hope nothing ever happens to your kids, but sounds like you have lots of money so you could pay easily I presume. Some of us aren't that fortunate
