I think all of them were and are desperate to control, monitor all their people. But I remember when social media and email first exploded. Governments were frantic that they could not identify who the speakers/senders were. They would send agents onto social media forums asking "ASL everyone?"
Then Attorney General Holder tried to make it a crime if you didn't register your real name in your email account. He failed.
But finally the deep state got Rule 41, which was never passed by Congress but was simply an administrative rule allowing the government to hack your cptr if you used any mechanical means of hiding your ISP, i.e., a VPN. This meant they could already do this if you were not using a VPN.
So we should look for the deep state to use more administrative rules rather than going through Congress.
All that crap about privacy and individual rights and free speech was always crap.

Fake your death. Get fake ID. Use cash. Buy new laptop, then:
Connect to the Internet only from public WiFi in small cafeterias and coffee shops, since these are not likely to log traffic. Go every time in a different cafeteria or coffee shop.
Change your MAC address to a realistic one
Use TOR to reach a VPN service, and access the Internet from there
Pay the VPN service with bitcoins, and earn the bitcoins to pay it online. Don't deposit real money, offer online services (anonymously) to be paid in bitcoins: your bitcoins transactions should look like they have nothing to do with you
When you are visiting the VPN service for the first time, do it from TOR. Never use a normal browser
This will render you invisible to the vast majority of trackers!
