Poor structusl engineering combined with flooding on ground floor support system. Also it may be old and failed the test of time.

Just amazing that it doesn't happen more often. They had probably renovated and removed a column or two.

The photos show green netting all around. I'd guess the building was partially demolished already.

One dead, four injured after a building collapses
September 16, 2018
One construction worker died and four others were injured when a French-colonial building collapsed, falling on them early this morning in pub street area in Siem Reap province’s Siem Reap city.
Duong Sokha, chief of Siem Reap serious crime police bureau, today said that the accident happened around 12:40 am this morning in pub street area in Siem Reap city’s Svay Dangkum commune.
“The building collapsed on five construction workers when they were sleeping. One died and four others were rescued,” Mr Sokha said “Four people were sent right away to a hospital for treatment.”
He said that the French-colonial building was once repaired and has been served as “Dragon Soup” restaurant.
