Absolutely wrong. He has a motor bike to snatch bags so he is not that poor. These are career criminals. Deserve beatings to stop the crime. How many victims have to suffer before he is caught? He depend on the police to solve the problem? They will demand 20USD for their pockets before allowing you to make a report. The criminal is never found or maybe they will have to pay the police to get out of trouble.

Community justice is highly rquired.
