No way can you call Cambodia expensive for tourists. I dunno where in the west or usa where you can still find dorms for $3-4 or single rooms for $6. Food as cheap as $1.50 and beer 50 cents.
But is Cambodia a poor country and PP not exactly 1st world? Yes. Obviously
At the end of the day some people will love Cambodia. . Others Vietnam. Others Thailand, the list goes on...
Phnom Penh attracts serial piss heads and tab runners , that other countries wouldn't. go figure. look at your requirements, see your options, and all the details involved. I dont think the '' average '' tourist or those with families coming from Europe, Thailand or anywhere else in Asia is staying in dorms, drinking 50 c beers or eating street food at $1.50.

Cambodia and the rest are cheap but there are less cheap room deals of comparable quality, for example comparing to Vietnam. The list goes on.
Duncan's point on the $ is the important point though. Coming here now from the UK/EU things will seem a lot more expensive than they were 3-4 years ago.
Overall you can't really say any of them are expensive so it is just down to personal preference. For me, eating local food i'd choose Thailand or Vietnam, western food the value is much better in Cambodia. Beer is VN or KH. Hotels Vietnam then Cambodia. Tuktuks KH. Busses & other transport VN or TH etc etc etc.

i remember in 2014 when you got $1.62 to the £1, last year it was as little as $1.19 to the £1, currently i think its around $1.29, with the prices for everything in Cambodia have been creeping up quite a lot in that time as well,
the Baht in Thailand around 2014 got up to a lovely 60b to the £ too, but is now around 43b, but in that time, prices for everything have stayed pretty much the same

True ! If you want to live a "decent" life, nothing is cheap in Cambodia. And nowhere in the world can compare to Thailand cheap and clean street food.
Families can eat at all street food stalls in Thailand, but I do not think that they would do it anywhere else...
Thailand travel can be really cheap for a family, I doubt anywhere else can be.
