Phnom Penh (FN), Aug. 31 - Prime Minister HE decided to create two new provinces - one divided from Kandal province, and another one divided from Mondulkiri's Koh Nhek district and Rattanakiri's Lumphat, according to the letter of approval dated on August 28, 2018.
Creating new provinces aim to improve the effectiveness of administration, security, public order, local development, and public services.

At present, Cambodia has 24 provinces.
Phnom Penh: Samdech Krammeav Kheng, Deputy Prime Minister, Minister of Interior has issued a proposal to Samdech Techo HE, Prime Minister of Cambodia, requesting a higher authority to study the feasibility of setting up two new provinces based on a general review of the geographical and the demographic situation. A decision will be made by the government on 19 January 2019.

Need to find a "profitable" government job for all those loyal worshippers. Not sure if the employees, who will find that their slice of the pie all of a sudden got a little smaller, will be overjoyed. But hey... lots of fresh, crisp Chinese money coming in. They will just have to get creative.

Group worried over new provinces

Indigenous people in northeastern provinces yesterday raised concern over wildlife sanctuaries that could be affected by the government’s plan to set up new provinces carved out from Mondulkiri province’s Koh Nhek district and Ratanakkiri province’s Lumphat district.
Yun Lorang, secretary of the Cambodia Indigenous People Alliance, yesterday said that many indigenous people who live in the two districts have expressed their concerns to him.
“Some indigenous people want the government to cancel the plan,” he said. “Others, however, want the government to thoroughly study the impact on sanctuaries and explain the plan clearly to them.”
Mr Lorang said that the indigenous people are concerned that creating the new provinces will impact three wildlife sanctuaries in both districts, the Prey Pok Wildlife Sanctuary, Lumphat Wildlife Sanctuary and Phnom Prech Wildlife Sanctuary.
He noted that they are also worried that outsiders will move into their community.
“We are not against the government’s plan, but we want a thorough study to be carried out first and the details explained to us,” Mr Lorang said.
He noted that most people who live in both districts are from the Bunong indigenous group and other ethnic minorities, including Kreung, Tumpuon and Kroal.
In a letter on Friday, Interior Minister Sar Kheng requested the government to assist in improving civil administration, security, public order, local development and public services in the new provinces.
Mr Kheng said technical officers will be assigned with relevant partners to conduct a feasibility study on the proposed areas, prior to conferring with Prime Minister HE.
The groups want to be consulted [on the study.]

dont think H.E. needs to gerrymander, when he had alr pulverise any credible opposition threat openly, think its more of sharing the pie to keep ppl loyal to him, there is only so much money a general rank can make when the general is sitting at home twiddling thumbs

Plan for two new provinces scrapped
October 5, 2018
Prime Minister HE decided to halt the planned creation of two new provinces carved out of Kandal, Ratanakkiri and Mondulkiri, and ordered the Interior Ministry to stop its study into this issue.
In August 2018, Interior Minister Sar Kheng sent a letter to the premier requesting the creation of the provinces to, as we reported, “improve the effectiveness of administration, security, public order, local development, and public services.”
Minister Kheng said technical officers would conduct a feasibility study on the proposed areas, prior to conferring with Mr HE.
During his World Teacher’s Day speech (Friday, Oct.5) the premier expressed his anger that details of the planning were leaked and people were wrangling for top-notch positions in the new provinces even before he had approved of the measure.
HE was under the impression that the planning was confidential and deemed to bring public service closer to the people, but he now suspects this was just a ploy for some officials to get better positions. Apparently in-the-know brokers were paid by some officials. The broker promised them positions as governor, deputy governor, and other major offices.
