Malaysian Loan Shark Worker and Cambodian Woman Come to Blows

Phnom Penh, Cambodia News: On August 29, 2018, in Sangat Tum Pon, Khan Meanchey, a Malaysian man, CHIA KARJUN, a worker in a loan shark company, and a 45-year-old Cambodian woman, Pov Chenda, got detained after attacking each other over the question of repaying a loan.

Before the incident, CHIA KARJUN, accompanied by two "minders", went to collect the money from Sun Ly, the husband of Pov Chenda, who had borrowed $1,131 from the company. The couple had previously agreed to pay back $39 per day.
But when the Malaysian man and his team went to collect the money, the Cambodian woman told them that she didn't have the money for them, so they had an argument which ended up getting physical.

As a result, the police were called in to settle the argument, and they took both sides down to the station for questioning and case preparation.

Q1. The couple on the 2nd photo had to be the borrower therefore the 1st photo has to be showing the lenders. So the Malaysian in question is a lady?

Q2. Is loan sharking a legal business in Cambodia?

Q3. Can a foreigner work as a loan shark runner in Cambodia?

A Khmer reporter as on scene with a camera phone. 8 to 10 Chinese on motorbikes attacked her over a 500 dollar loan. Now the principle and interest is about 1200 after a few weeks. They beat the pregnant woman for not keeping up with payments. The reporter was told by the police to fuck right off for daring to report that the attackers were actually Chinese nationals.
