The ministries of Labor and Interior met on Thursday to outline the government’s plan to more strictly enforce measures for employers of foreign nationals to ensure that their staff has proper documentation.

Seng Sakada, director-general of the Labor Ministry’s labor department, said previous efforts have not been effective in ensuring that foreigners are registered and working with the proper paperwork.

“We need to pay attention to fining foreigners…all foreigners who come to work in Cambodia and do not have working cards,” said Mr. Sakada, who added that the number of foreigners entering the country to work this year has already surpassed last year’s total number of 8,000.

A joint statement signed on Saturday and presented at yesterday’s meeting states that institutions that employ foreigners have an obligation to implement relevant laws—ensuring that employees have relevant visas, passports and working cards—to ease the work of inspectors.

Sok Phal, director-general of the Interior Ministry’s department of immigration, said more must be done to ensure that those coming to the country to work pay the necessary taxes.

“The rise in foreigners who come to work and do business and make money in Cambodia have the obligation to pay tax,” said Mr. Phal on Thursday. “Along the Vietnam and Thai border they never pay tax and if we do not take action it will continue to increase.”

Mr. Phal added at the meeting that any workers that failed to have the correct documentation could be fined up to.....

I'm still hoping it won't apply to us retired guys since we actual bring outside money into the KOW each month.

since they've renamed the ordinary visa (Type E) back to a "business" visa... you can bet it will until they come out with the (alleged) retirement visa.

I'm waiting to see what the implications are for self-funded folk who live off their own savings, and volunteer their time...

But have they actually renamed it? I know that's what they called it on the ministry's "Ress Release", but there has been nothing else officially announced about the name change. Fk knows, this is Cambodia after all.

I don't think it was ever officially named either way. The official name is a Type E Visa. Which includes the right to seek employment (a tourist visa does not). As such, you're expected to have a work id as well.

Rumormill in the local immigration office is that they are "working on" a retirement visa... but no details or expectations of date. Likely not until after the milk the fines out of all of the retirees who have been here a while to finance the new stickers.

Glad they are not just targeting whiteys. Oh, hang on...

Yep. The options (especially) for those of us under the retirement-visa age and not working in-country, but living off savings and investment income are decreasing rapidly in Thailand. I suppose this similarly affects those who earn a living off some internet-related businesses while living in the region as well. If Cambodia really cracks down on business visas and work permits as well, with no retirement visa option and no long term, extendable tourist visa options, quite a few expats in our situation will be hard-pressed to find another option to stay.
