Police arrested two suspects yesterday in connection with the brutal rape and murder of an 18-year-old woman in Svay Rieng province last week.
Keo Sotha, provincial head of the penal crime bureau in Svay Rieng, said provincial police and officials from the Ministry of Interior’s Penal Crime Department arrested Chhoeuy Socheat, 36, in Svay Rieng province, and Phleak Mony, 32, in Phnom Penh yesterday. Both work as taxi drivers.
Eighteen-year-old Sovan Somalin, from Tbong Khmum province, went missing on her way to work at a casino in Bavet town after hiring a taxi, according to police.
Her body was found in a small pond, face-down and tied to a rock, with her pants hanging from one leg. Police said yesterday that the woman had been strangled with a scarf.
According to the National Police website, the authorities also confiscated a car, necklaces and a ring from the two suspects. Police said the suspects are in custody and will be sent to court...

Mr Vuthy said the pair had confessed that on Wednesday of last week Sovann Sokmalin, who worked at the Good Luck Casino in Bavet district, was a passenger in Mr Sopheap’s Toyoto Highlander taxi travelling from Phnom Penh to Svay Rieng province.
Mr Mony was following with passengers in his taxi and the pair discussed the victim in phone calls. They plotted to rape her and steal her property.
On arrival in Svay Rieng province and after dropping off the other passengers, Mr Sopheap brought the victim to a quiet place in Bavet commune. Mr Mony was with them after parking his taxi.
They each raped Ms Sokmalin, strangled her and took her money and jewellery.
“After killing the victim, they tied her to a big rock and threw her body into a rice canal to destroy the evidence,” Mr Vuthy said.

Svay Rieng: On August 23, 2018, the Svay Rieng Court heard the case of two taxi drivers,who were accused of the rape and murder of a female casino staff member. The woman had been a passenger in one of their taxis when she was brutally assaulted, robbed, and killed. Outside the court, family and friends of the victim were anxiously waiting to hear the results.
The court has ruled that the two accused shall receive a life sentence, and also pay compensation to the victim's family. And their car was confiscated by the state.

Update: In addition to a life sentence in jail, there will be a fine of $60,000, to be paid jointly by the two men to the father of the victim.

Too lenient. One guy looks like he would thrive in Prey Sar. They needed to be waterboarded daily and hooked up to electricity by the teeth until they glow. Cambodia needs to give the death penalty to these animals.
