But the new KC Airlines plans to have Phnom Penh - Manila route later this year. And Garuda supposedly starts Phnom Penh - Bali and Lion Air Phnom Penh - Jakarta route in 2019.

I wouldn't read too much into a news article, for the following reasons-
1. Modern news hacks are somewhat lacking in comparison to the actual journalists of yesteryear who actually went out into the real world, and made an effort to truly experience the events they were reporting. Now, more than ever, they have a terrible tendency to miss the important detail in their efforts to get the scoop. Quite often, there is a tendency to over simplify the rationale so that it makes sense to the uninitiated, who then report it as gospel, and misinformation becomes a problem.
2. That Article is actually about 10 years old, and much of the discussion in it was out of date or paraphrased (, and as above, misinterpretations or excessive simplifications lead to misinformation.
3. I'm a born again cynic, reincarnated from a cynical worm, hoping to become a cynical snail, but the underlaying thread being...never mind. thats the beer talking
