because despite popular opinion, the USA is not a colonial enterprise. all the misguided paranoiac foreign adventurism is from a deep seated defensive posture arising from being forced into 2 world wars, the cold war, and the ensuing episodes in SE Asia ( opium wars a and b ) and their current poppy quagmire in the stan. they have some very greasy mates. but they are being controlled, not controlling, so colonised not colonialist.

Here's the Phnom Penh Military Air Base. I don't believe any of those Mig 21s are operational. The Mi 26 and Mi 17 helicopters might be though
