In recent case of imposture in Phnom Penh, 8 bank security guards were detained for using fake police credentials to obtain their jobs.
8 Security Guards Detained After Pretending to Be The Police and Illegally Carrying Weapons

Phnom Penh: On July 25, Mr. Bun Thy, the judge of Phnom Penh court, ordered the detention of 8 security guards who were pretending to be police officers and carrying weapons illegally, while working at ABA bank, May bank, RHB Bank, and Hong Le Ong Bank.
The principal suspect, and ringleader of the document scam, was identified as Sor Vireak, 43-year-old. Others arrested were Khet Sokheoun, 33 years old, Loch Mehong, 45 years old, Von Sophanith,38 years old, Ly Khean, 38 years old, Pos Seoun, 31 years old, Krak Teang, 44 years old and Den Thon, 39 years old. The department which controls private security companies arrested the suspects on 19th and 20th of July, 2018, while at work in front of their bank.
The suspects were taken to court on July 24, after the discovery that the suspects were using fake documents, fake uniforms, and using the illegal weapons to pretend to be police officers working at the bank in Phnom Penh.
The police confiscated 10 pistols, 8 Icom, some fake documents.

How exactly is the private security industry ran in Cambodia, is it off duty cops or people who pay money to become them or both?

There are members of the Royal Cambodian police that supplement their meagre income by working as security guards. If it is hot, metal rusts and has to be paid for by a Walt Disney movie posing as a civilian.
