Dam them. Those poor people. I don't know anything about this dam at Attapeu, except that it's in south Laos not far from the Cambodian border - and what SC has posted here. However, I hope that this disaster will cause some reflection about present and future dam construction in Cambodia, and elsewhere in SEA.

Dam Collapse in Laos Displaces Thpusands, Exposes Dam Safety Risks
Date: Tuesday, July 24, 2018

International Rivers expresses its concern and regret about the tragic loss of life and hardship facing communities living downstream of the collapsed dam in Lao PDR. An auxilary dam that was part of the Xepian-Xe Nam Noy hydropower scheme on the Xepian River collapsed the night of July 23 as heavy monsoon rains overtopped the dam. Communities living downstream were told to evacuate the area only hours before the dam collapsed. Initial reports indicate that 6,600 families have been displaced, losing their homes and property, while many were killed or remain missing.

During discussions we held with communities during the preparatory stages of the Xepian-Xe Nam Noy project in 2013, villagers took the strong position that before the dam was built, the project developers must meaningfully consult them and listen to their concerns. Like many other projects in Laos and the region, this did not happen. Many of the people affected by the current dam collapse have already suffered other impacts due to dam construction. This tragedy has compounded their suffering.

As rescue operations continue, the tragic event illustrates a number of risks related to dams:

• Many dams in operation or planned are not designed to be able to cope with extreme weather events. Unpredictable and extreme weather events are becoming more frequent due to climate change, posing grave safety concerns to millions who live downstream of dams. Dam financiers, planners and operators must urgently assess the ability of dams to withstand extreme weather events and act to ensure dams are able to accommodate them.

• The unfolding tragedy in Lao PDR also reveals the inadequacy of warning systems to prevent loss of life. Communities were not given sufficient advanced warning to ensure their safety and that of their families. This event raises major questions about dam standards and dam safety in Laos, including their appropriateness to deal with weather conditions and risks.

• There is an urgent need for clarity on roles, responsibilities and accountability for managing and responding to critical situations such as floods, droughts, and emergencies, between government officials and private dam operators. This includes how communications with stakeholders - especially communities downstream - should be undertaken. With over 70 hydropower projects currently built, under construction and planned across Lao PDR – most of them owned and operated by private companies – authorities must immediately review how dams are being planned, designed and managed.

South Korea firm says Laos dam damage found day before collapse

SEOUL: The South Korean partner in a Laos hydropower dam said Wednesday (Jul 25) it discovered the upper part of the structure had washed away 24 hours before it collapsed, engulfing villages and leaving hundreds missing.

The wall of water unleashed Monday by the failure of the dam in the country's southeast surged downstream, sweeping away homes and leaving an unknown number of people feared dead.

SK Engineering & Construction, a South Korean builder that is one of the partners in the project, said it discovered the damage to an auxiliary dam at around 9pm Sunday local time.

"We immediately alerted the authorities and began evacuating (nearby) villagers downstream," it said in a statement.

Repair work was hampered by heavy rain which had damaged roads, it said, and early on Monday water was discharged from the Xe-Namnoy dam - one of the two main dams in the project - to try to relieve pressure on the auxiliary structure.

The government was warned about further damage to the dam at around noon, prompting an official evacuation order for villagers downstream, and the structure collapsed a few hours later, it said.

Baby saved from Laos dam disaster by Thai cave rescue volunteers

APPATEU, Laos (AFP) - The rescue of a baby boy, terrified and hungry after days without food, has been captured in a viral video showing the infant survivor of a dam collapse in southern Laos being carefully carried through swirling flood waters and waist-high mud.

Footage of volunteers from Thailand rescuing 14 people, including the baby, went viral when it was released on Friday (July 27) as an increasingly international relief mission scrambles to save lives in a disaster that has left scores dead and missing.

The survivors were stranded by flood waters after they fled up a hill on Monday as the Xe-Namnoy dam broke under heavy rain, leaving several villages devastated by flash floods.

The Thai team, who waded several kilometres through rushing water carrying uprooted trees and debris to rescue the group, are fresh from efforts to help free a youth football team trapped in a cave in the north of their country.

They have now come to help out in neighbouring Laos, which is poorly equipped to deal with natural disasters of this scale.

"The boy is four months old. He didn't have fever but he was crying, maybe because of the cold weather," Kengkard Bongkawong, one of the rescuers, who is from Thailand's northeast, told AFP.
