nothing wrong with traveling to Kampot,was there last night other than 10,000 pot holes between Kep and Kampot

Kampot: Despite some respite from the rain, Kampot river continues to rise. The situation is being monitored by provincial authorities.

A pagoda in Boeung Preah village, Wat Boeung Preah, was flooded out on 19 July, and monks were evacuated by police to dry land.

After passing over Hainan, Tropical Storm Son-tinh has its sights set on northern parts of Vietnam and Laos in the coming days.

As this storm tracks westward, the greatest risk for flooding and local damaging winds will increase from northern Vietnam and Laos into Thursday.

Rivers have also burst their banks in Ratanakkiri.

23 July 2018 - Villagers were evacuated to higher ground in some parts of Ratanakkiri, as the Sesan River rose to 25cm above the safety level on 23 July at 5pm, the Ministry of Water Resources announced on its official Facebook page. They will be housed in temporary shelters by district authorities until it is safe to return to their homes.

I think it will, it's close enough to Ratanakiri. And the forecast water level of the Mekong at Steung Treng is already up (I think this has to do with the rainfall in Southern Laos, not taking into account the dam burst, yet).

Ratanakiri is upstream, but Stueng Treng, Kratie, Tbong Kmoum and Kampong Cham might suffer because the Mekong is already pretty high there.

Ratanakiri suffers from water coming from Vietnam. If they have to open the dams there, like in 2009........

You map doesn't show the elevation. The water from this dam will end up in the Mekong, not in the Se San because there's a mountain range operating as a watershed between Ratanakiri and Southern Laos.
