Why wouldn't they see it like that? Isn't their primary assessment whether she will overstay, and isn't her romance with a British citizen who has no strong ties to Cambodia a good reason for her to overstay in the UK?

Are you employed or a business owner, Retirement with private or government pension in the UK.
Are you a resident of the UK
I sold my house 11/17
I sold my business 2/15
not retired or pension
I have vehicles in storage I intend to sell on return and some work I intend to do
in still registered as self employed and been paying uk tax & NI 6-monthly since left uk 1/11/16
I could get letters from the place I store vehicles & how I intend to do work with
if need be I could sort accommodation in advance with family
think that's enough?
im planning a month if that's allowed and she couldn't fund that long

A visitor visa can be upto 6 months. If you ask for less they'll make it for less and you may have a better chance of getting it.
Either prime her accounts with more than enough funds or make clear you'll be paying and in that case why you'll BOTH be returning to Cambodia.

Pay for the return flight and help her with the visa. Give her £1000 for a weeks stay. So 4 weeks £4000 plus an hotel booking in her name! No problem with visa.
