It varies. I happen to also run a small hosting company, mostly reserved for my IT clients.

As such, the company General and I started pays me $50 a year for hosting (the same amount I charge my clients).

What I have never understood is who owns tinternet? A hosting company gets paid for hosting but who do they pay? Who's at the top of the food chain, and how did they get this right?

It's all about router access, high level routers are based out of places like Virginia etc.

Well, you have 2 different systems there. Hardware and Communications.
Communications makes up all of the wires and routers that connects everything... those are owned by a few "backbone" companies at the top, then smaller ISPs at the bottom, with fiber wholesalers in between them.
Hardware is waaaay more open. Which is why you see like 10 major ISPs and 10000s of hosting companies.
At the top you have data centers. They usually have a nice position on a backbone or a fibre connection so they have tons of cheap fast bandwidth. They rent space inside their warehouse where you can stick your own server on a rack, or have servers they will rent. The difference is usually in who pays to repair or upgrade them.... I hate owning hardware and always rent servers. Then you have companies who rent servers and put "Virtual Servers" on them, so 1 server can become 10 servers all sharing resources on one piece of hardware. These are way cheaper, and sufficient as web servers usually. From any of those 3 points, rented space/rented server/virtual server, you can then start a hosting company.
You can also become a "reseller" for another hosting company, which is what I'm doing, where you pay a flat fee every year for up to X sites and then can brand everything yourself (to some extent).

Depends. For communications companies, yes. For data centers, no... but they don't get much business unless they're certified by a number of agencies regarding data security/etc. The level of security varies. Some of the ones I've visited in Vegas for example have 24 hour armed security with M-16 rifles to protect the data systems of the casinos and banks.
