Draft law puts high price on drunk driving

I wonder how the police will be able to afford these fines...Drunk drivers could be fined $1000 under a new draft traffic law approved yesterday by The Council of Ministers. The legislation includes a raft of measures aimed at reducing the number of deaths and injuries on the roads.
Among the draft law’s 92 articles are new fines for motorcycle passengers who ride without a helmet and increased penalties for speeding, driving without a licence and riding a motorbike without a helmet.
“The main causes of traffic accidents are drunk driving, driving over the speed limit, driving without a license and ignoring traffic laws,” said a statement released after the meeting.
Minister of Information Khieu Kanharith said the new draft law would increase the maximum penalty for the drunk drivers from 800,000 riel ($200) to 4,000,000 riel ($1,000).

Here in Thailand, we have a two-tiered system. You can pay the full fine officially or pay the policeman a smaller amount knowing it will go in his pocket. It is this kind of thing happening in Cambodia?
Paying $200 instead of $1000 to let you go would be quite a windfall to a Cambodian policeman I would have thought. Will it encourage more of this?

perhaps it will be enough that they'll be able to afford the fines when they get stopped themselves...
though what are they doing to do with the turnip won't bleed? when they stop a motodop and he doesn't have $1000, or even the $200...? jail? that will fill the jails up pretty damn quick.

There's a speed limit? I thought the giant holes in the road were enough to slow you down.

yeah, shame they didn't start with "ignoring traffic laws" in that list... run red lights while sending an SMS, drinking a bubble tea, and doing your makeup seem to account for a number of them.

Also, only 2 allowed people on a moto. and they BOTH have to wear helmets

They're going to have to establish guidelines on remorques as well.

They can make as many laws as they like, but if there is no enforcement of them they are not worth the paper they are written on.

What they need first is a law that throws all cops into prison. Then things will start becoming better.

Couple of year backs, having just received new breathalyzers, Phnom Penh's finest had a one month campaign with random checkpoints around the city between 19:00 and 22:00. Rather than let's stop driving while drunk, the Khmer logic was just"let's just wait in the beergarden or KTV until 22:00 before hitting the road" brilliant!
