I wondered the same thing.... I understood it to be "Mountains of Mrs Penh" or something along those lines (sounds kind of dirty?)
Also, my lovely wife informs me that "Pailin" means beaver...... I think from the French. She is originally from there.

People who speak Khmer know that is literally what it means. It could also be translated "full hill."
There is a legend, penh which means full, is also the name of a woman. The legend says it is the hill of Penh.
## I thought I knew all the answers, but they changed all the questions. ##
