Why dont the people taking photos of him go ask what his story is.

It would be interesting to know why he wants to live the life of a bum in a developing country.
Surely eating scraps from bins in the western world would be a lot better.

He could be making $100 a day in Aussie land collecting cans.

Phnom Penh: 38 year old British man, RICHARD MIDGLEY, has been handed over to the custody of the Immigration Department, after he was detained at Chak Tomok Police post on July 7, 2018.

On questioning him, the police found that RICHARD MIDGLEY has no job, no passport and is homeless. He has visited Cambodia five times, the first time in 2007, and the last time was in March 2016. From the time of his last arrival in Cambodia, there were people that were concerned about his situation. In Feburary 2018, friends were searching for Midgely via social media, and subsequently, there were reports that he was living rough, sleeping on the streets or beaches of Sihanoukville, scrounging for food, and going through trash bins.
He did appear to be in a bad way, but did not want to accept help, so his arrest might be a good thing for him in the long run. At least his family now know that he is safe and can regain contact.

Midgely has been sent to the Department of Immigration to have his case processed.

Wow. I'm glad they finally rescued that castaway. Poor bugger was stranded for so long that he went mad.
