I am sure they are. Not worth losing too much sleep. Now on the other hand if you were to be in the negative frame of mind about expats opening bars, well they are there to offer expats, travellers and locals a hopefully good service. Somewhere to enjoy. For the owner why would he open such an establishment to get negative feedback. No they make money.

Defiantly and the fee.

Take a little time and research, depending on amounts and exchange rates at the time. Example too UK Halifax bank £9 transfer fee on any amount. Now no exchange rate. To ABA exchange rate applied when making withdrawal.
Always "hope" but never "expect".
