Woman Confesses to the Police After Killing Her 14 Year old Son
Phnom Penh: On July 02, a 40-year-old woman, Sor Ang, who has a serious mental illness, confessed to police after killing her 14-year-old son, Von Pirun, in their rented room, no.23, Sangkat Chom Chao, Phnom Penh.
A neighbor said the woman and her 45-year-old husband, Von Roun, a factory worker, had 2 sons. The mother and the first son(victim) have both received treatment for mental illness. The two of them argued with each other most of the time.
Before the incident, when the husband was at work and the younger son went to school, the neighbor heard the mother and son having an argument as usual, then all went quiet. After that, the mother locked the room and gave the key to the neighbor. She told the neighbor that she had killed her son, then she went to police station to confess.
The police went to check the scene and found the boy was dead in the bathroom.
The woman confessed that she was very angry with her son, so she took a pestle and a knife to attack her son in the toilet. After that, she locked the door and went to the police. The police are investigating the scene of the crime.

This is one of the ongoing tragedies of Cambodia - lack of custodial care for the dangerously mentally insane.
It's been discussed before in a rural setting, with the consensus being that a family with an insane family member is in a shocking catch-22. If they cage or chain the family member, they get accused of being inhuman. If they don't, and that family member kills someone, they get accused of not doing enough to protect others.

Phnom Penh: Seang Eang, the woman who confessed to murdering her eldest son on 2 July, was taken to appear before Phnom Penh Municipal Court on the morning of July 6. According to the legal procedure, it will be up to the judge to decide if the suspect committed the act due to a psychiatric illness, or whether her case will be judged as a murder, with or without premeditation.
