Police checkpoints outside nightclubs. Heavy fines for drunk driving. Night patrols. There are many things police could be doing to educate drivers.

Thought u need a long term extension AND a note from where ur living?
They expect tourists to do all this PLUS waste a day getting the license??
This is the point. My understanding is you can't get a cambo licence without a residency certificate and to get one those you need 1. long term visa extension and 2. lease agreement (in khmer). As advised by my landlord after visiting the local sangkat in PP yesterday. And need home licence otherwise you have to sit the test etc

So a tourist on a 1 month tourist visa staying in a hotel has zero chance even if he brought a home licence and IDP. But anyway, all this is really to do with Snook it seems..
