From the news :

The Prince was indeed with a motorcade.
The lead car was opening the way by pushing/forcing the incoming cars to the side, the highlander, driving fast, was surprised and moved to the side, but he moved too far to the right and almost fell to the "gutter" hence he turned left to get back on track but didn't manage his car correctly and hit the car of his Majesty (who was the 4th car of the convoy).
So the lead car was not a police escort with flashing beacons? Just another car driving in the middle of the road dangerously forcing people to manoeuvre out the way?. See them every day I use the HWY 4, but these are usually just self proclaimed VIPs without escorting anyone actually important who I regard as pretentious little dick heads! Many driving the opposite do not like to loose face by being forced off the road too!

Could have been anything leading the road.

You're totally right, I'm always wondering if they ever think : "oh, what might happen if I force him to move to the side and he doesn't ?"

Remeber the accident not so long ago between a Lexus 470 and a fuel truck ?

Last time I came back from Snooky, I was in a taxi, and it was raining really heavily. Up ahead, I could see red lights in the opposite lane, but they seemed to be approaching. It turned out to be some dummy with red lights instead of white on the front of his vehicle. No wonder people get killed.

20 June 2018 - The accident occurred at about 10 am on Sunday when a taxi collided head-on with Prince Ranariddh’s vehicle in Preah Sihanouk province, where he was heading with his wife to meet supporters.

The driver of the taxi, Mil Saret, 34, was attempting to overtake another car in front of him, but slammed into Prince Ranariddh’s BMW, officials said after the crash.

Nhep Bunchin, vice president of Funcinpec, told reporters at the cremation site that Prince Ranariddh’s health has improved and he has not yet known that his wife died.
