Could be over production, or less use since it has become legal in some U.S.states.

When it is illegal do people crave it more?

I have advocated for the legalisation of all drugs for a long time now and I have never taken anything that wasn’t prescribed by a doctor or bought over the counter (UK). Legalise the lot, tax them, and reap the rewards!
