Policeman beats up man and delivers him to Interior Ministry
Phnom Penh: A police officer, Sun Pisal, a deputy of Inspection at the Department of Police, Technology and Science, was arrested after he and a gang of men brutally beat up a man on street 360/105, Khan Chamkarmorn, Phnom Penh. The 24 year old victim, Em Panha, was seriously injured.
The local people said that the victim was attacked by a group of 4 to 5 people and that one of them was wearing a police uniform, complete with weapon. No one knows why the gang attacked the victim, but he got a serious beating, and might have been beaten to death if bystanders had not intervened to protect him. After that, the men took the seriously injured victim in a tuk tuk and left him at the Ministry of the Interior.
According to the victim's sister, she received a call from one of the witnesses, who told her that her brother had been very badly beaten by a group of 5 people including a police officer. Even when he tried to escape and seek help in a restaurant, the gang went after him and dragged him out.
After the call, the victim's sister and her husband searched for her brother, and they found him in a bad way in the tuk tuk in front of the Ministry of Interior. The gangsters had already left the scene. She took her brother to hospital immediately.
The victim's sister has officially filed a plaint against the police officer and his gang of thugs, and police are presently searching for the other people involved in the attack. No explanation has been given for this bizarre incident of violence.

Not for nothing, I feel bad for the bloke, this is shitty and I'm only going off of one picture. But my Nan looked worse after slipping on a doily in her cottage sun-room last spring.
Amble down the wrong side-street in South Philly and look at someone the wrong way and you'll find out what badly beaten looks like.

Really malicious: Can the victim's men be eaten but fail?
Causes:
A policeman who lost his motorbike asked the victim if he saw someone stealing his motorbike.
From the day the police called the victim to find a robber.
The victim also agreed to the police requesting the victims to take the victim's motorbike to the burglar as a motorcycle driver.

Phnom Penh: One of the four to five police officers who used violence against a youth has been arrested during the night of May 24, on Street 360, on Street 105, Sangkat Boeung Keng Kang III, Khan Chamkar Morn, by the Ministry of Interior's Criminal Police Department.
He was handed over to Phnom Penh Court of First Instance at 12 noon on 26 May under the charges of intentional violence with aggravating circumstances.
