Here the authorities say it was the wine and the water both. However, the methanol poisoning from the rice wine seems to be confirmed beyond any doubt, while the quality of the water is still being investigated.

On Monday the Ministry of Health statement put the total number of hospitalised at 149, up from 137 late on Sunday when the death toll stood at 10.
Chandy said authorities were distributing clean water to victims to use for drinking and cooking.
Victims who died were all between the ages of 24 and 73, according to the ministry’s statement. At least 12 patients were in serious condition and receiving treatment at Calmette Hospital in Phnom Penh, experiencing severe symptoms of high levels of methanol exposure.
Ministry spokesman Ly Sovann did not disclose the methanol concentration in the samples when asked by reporters.
Sar Mala, director of the Kantuot health centre, said his facility began to see patients with similar symptoms starting April 26, nearly three weeks before this latest spate of deaths, but the number of people becoming ill doubled last week. Mala said according to his count, the number of deaths is much higher and it could be up to 17, though he hasn’t informed the Ministry of Health of the additional deaths, pending the water sample results.

“The poisoning in Kratie province occurred because our people bought rice wine that wasn’t produced according to standards. When we knew this, the Minister of Health ordered health officials to go down to the villages and investigate,” she said.
Ms Vandin said that they took samples of both the rice wine and the water the villagers used to test at a laboratory.
“Today, we got the result from the sample of rice wine, which had a lot of methanol and caused the drinkers to get poisoned,” she said, adding that the contaminated rice wine was to blame for all of the deaths and serious illnesses.

Kratie governor Va Thorn said that some victims were relieved and were finally allowed to return home.
The number of victims harmed by the allegedly polluted water since Thursday in the above district have increased to 280 on top of the 13 deceased as of Monday morning, according to Chhneang Sovatha, director of Kratie’s health department.

Villagers in Cambodia’s Kratie province today urged that authorities take action to clean a polluted river, disputing government findings that village deaths first blamed on contaminated water had been caused by drinking bootleg wine, sources in the country said.
In a statement Monday, Cambodia’s Ministry of Health said that the 13 reported dead since Thursday had drunk rice wine containing methanol, while more than 200 others who reported falling ill had been sickened separately by drinking water polluted by animal waste and insecticides.
Speaking to RFA’s Khmer Service, a resident of Kantuoth commune’s Sre Norn village, one of two villages affected by the outbreak of illnesses and deaths, voiced concern that more will die if a solution to the problem is not quickly found.
“People have left the village, and those who have died have had to be buried without a proper funeral, because no Buddhist priest will remain in the village to conduct the rituals,” the villager, named Naim Yann, said.
“There are gold mines upstream, and our water may be contaminated by the chemicals used at those sites, which are released into the water along with the rains,” Naim Yann said, adding that the villagers who died were as young as 14 and as old as 73.
“We have to use the water that we get from that river. We have no other source,” he said.
