Would it have anything to do with the unpaid construction workers a few months ago at the Emario Resort?

Good guess.

Two charged over beating of construction manager
8 May 2018
Preah Sihanouk Provincial Court charged two construction workers yesterday for severely beating their construction manager with metal pipes because he had not paid their salaries.

The incident took place on Saturday night at about 9.40pm at a hotel construction site in Sihanoukville.

Keo Phally, a police officer working with Preah Sihanouk provincial police, identified the accused as Xie Yongji, 37, and Xie Yiyang, 24, both construction workers for a Chinese company.

They were charged with assault and face two to five years in prison, he said.

Mr Phally said they were arrested the same night of the incident by police after assaulting the victim, Wu Sen Yin, a 51-year-old construction manager, after accusing Mr Wu of not paying their salaries.

Seng Sarom, a police officer with Sihanoukville police, said that on Saturday night, the accused approached the victim demanding their salaries.

Mr Sarom said the victim owed about $300 to $500 for the month of April, money the victim did not have. An argument ensued and the men began hitting the victim.
“They were angry at the victim for owing them their salaries,” he said. “They took two metal pipes and beat the victim in the head, causing serious injuries that left him unconscious.”

I'd want to bust someone's head if I'd worked for them for months and they hadn't paid me. There's only so much shit someone can deal with.
Silence, exile, and cunning.
