Villagers in land dispute with airport developers meet with district authorities

Hundreds of people gathered to protest at the Kandal Stung district hall against a company that has allegedly laid claim to their land on Friday, part of an ongoing dispute that involves thousands of families in Kandal province over an area slated to become a new airport.

Roughly 1,200 families from Ampov Prey commune thumb-printed a document asking district officials for compensation after learning that land they have lived on – some of them since the mid-1990s, according to the group's representatives – is likely to become part of the new development.

Village representative Yen Yat, 52, said around 400 hectares in the commune were claimed by Heng Development company, owned by Oknha Seang Chanheng, as well as other unknown companies that appear to have real estate interests in the area.

“Heng Development was the first company that grabbed our land, but now this company may have transferred to another company which we don’t know,” Yat said. “There are around five companies total.”

“We aren’t protesting against the development,” Yat added. “We just want proper compensation because we farm and fish on this land.”
The dispute is the latest to erupt in Kandal Stung district after the government announced a massive new airport development in the area in January, sending land prices skyrocketing.

Committee to decide site of new Phnom Penh airport

The government has announced it will form a committee in preparation for the construction of a new international airport in Kandal province, a step forward in the project following the government’s approval of Cambodia Airport Investment Co Ltd’s proposal in December 2017.

According to the government’s letter, signed by Prime Minister HE on Monday, Minister of Land Management, Urban Planning and Construction Chea Sophara is appointed as committee chairman and Mao Havanall, the State Secretariat of Civil Aviation (SSCA) minister, is vice-chairman. The committee consists of 21 members, with Kandal provincial governor Mao Phirun the sole permanent member.

The letter did not specify the exact location of the new airport, but committee members on Thursday confirmed that the location is likely Kandal province’s Kandal Stung district, where the government on December 2017 approved an investment proposal from Cambodia Airport Investment to build a $1.5 billion 2,600ha airport.

Cambodia Airport Investment is a joint venture between local conglomerate Overseas Cambodia Investment Corporation (OCIC) and the Cambodian state-owned SSCA. OCIC will own 90 per cent of the shares with the rest going to SSCA.

About 400 villagers protested outside the district hall in Kandal province’s Kandal Stung district on Monday seeking compensation for communal land they say was sold without their knowledge to house Phnom Penh’s new airport.

Phok Phanny, a representative of the protesting villagers, told VOD that 83 hectares of land in the Ampov Prey commune belonged to a local “solidarity group” — a communal farming structure left over from the socialist 1980s.

“That land belonged to a solidarity group, for whom the old commune chief had set aside one part for [farming], one part as communal forest land, and another part as a communal lake,” Phanny said. “If the land is sold, it needs to benefit the whole group. But this group of people has not been compensated.”

However, a company, which the district governor named in earlier reports as tycoon Seang Chanheng’s Heng Corporation, also claimed ownership of the land. After the $1.5-billion airport development was announced early last year, villagers said the company sold it to lead developer Overseas Cambodian Investment Corporation (OCIC).

Late last year, more than 2,000 families reportedly accepted $100 each in compensation for losing 400 hectares of the community lake. But others in the community refused the offer, saying it was too little for such valuable land.

Yem Yat, another protesting villager, explained that authorities had demarcated the land for communal use in 1984 and it was not Heng Corporation’s to sell.

New Phnom Penh Airport Expect to Finish by 2023: OCIC Chairman

Phnom Penh (FN), Dec. 5 – Oknha Pung Kheav Se, Chairman of the Overseas Cambodia Investment Corporation (OCIC), on Thursday, stated that the construction of the new Phnom Penh International Airport, located in Kandal and Takeo provinces, expects to finish by 2023.

His statement was made at the 8th Annual Meeting of Cambodia Constructors Association and the opening ceremony of Construction Fair 2019, held from 5-7 December 2019 at Diamond Island, Phnom Penh.

"The construction is processing; we have not faced many obstacles with landowners, and I believe that we can finish by 2023,” said Oknha Pung Kheav Se.

The new airport project was announced on 11 January 2018 during a signing ceremony of investment project between Pung Khiev Se and Chinese company, presided over by Chinese Prime Minister Li Keqiang and Cambodian Prime Minister HE.

The new 4F type airport, capable of accommodating Airbus A380-800 and Boeing 747-800, costs around USD 1.5 million, in which USD 1.1 million is the loan from foreign bank, and USD 280 million is the capital of OCIC; the rest 10 percent is from the Royal Government.

It took me hours to get from Takhmau to Old market , by bus a few days ago. I hope they are planning a sky train to beat the traffic jams .

The first stretches of the Bangkok sky train took 10 years from idea to first ride, so even if they start planning today (which they probably won't...).

The old airport will be missed by many.

I'm assuming that's a typo and should be billion? 85-90% is a pretty big loan... I'm assuming the airport tax will go up significantly.

Also, I doubt they'll close the old airport, but rather just use it for regional and domestic flights.

Does anyone have any problems with the existing airport?

IMHO it is a pleasure to use. Once through check-in you walk 50 metres to the escalator, 30 metres to passport control (which is never busy), another 30 metres to security (again never busy), then snake through the glitzy duty free shopping emporium and et voila. You then park up at Metro for a beer and some food, if desired. I cannot remember it ever taking more than 15-20 minutes and that is nearly all the check in queue, which are the same everywhere. Once you have your boarding pass you are 5 minutes away from a beer and a seat.

It is one of the few things on this country that works perfectly. And now that the middle section of the flyover on Russian Boulevard was finally completed, my journey time from Daun Penh to the airport rarely takes more than 40 minutes.

The current runway is 3000 metres, or 9842 feet. Is this a long runway? It's long enough for both a 787 Dreamliner and even a 747!

Boeing 787-8 requires a runway length of between 4,400ft - 5,000ft Boeing 787-9 requires a runway length of between 4,400ft - 6,200ft Boeing 787-10 requires a runway length of between 5,500ft - 7,000ft.

The FAA/EASA Minimum runway length requirements for MLW landings are 7,500ft (~2,300m) for the 747-8F, and 6,750ft (~2,000m) for the 747-8i.


As far as I am aware, there are no direct flights to any European capital, any city in Australia and, of course, nothing in north America.

The 787, the newest of the Boeing range and a long range aircraft, seats between 242 and 330, depending on it's configuration and has a range of up to 8500 nautical miles. It can easily reach London at 6231 nautical miles, Sydney is a mere 4365 and even Los Angeles at 8211 is even within it's grasp.

So, we have the aircraft to go long range and we have a runway for them to use.

So, why does Cambodia need a new airport? Phnom Penh is little more than a regional airport; you still cannot even get a DIRECT flight to Hanoi FFS, the capital city of a neighbouring country. So who do they think is going to start flying A380's and 747's here just because they have a new shiny airport?

The Americans have a great word for such a government ordered huge and unnecessary project - a Boondoggle.

And it is seemingly going to add an hour of travelling time for me.
