Prime Minister Puts Island Projects on Notice.
Prime Minister HE used his Facebook page this week to order his government to revoke the project licenses of companies failing to develop islands off the coast of Cambodia, or—worse—trying to sell them off to others...

PM Ready to Maroon Island Investors
Prime Minister HE ordered his officials to revoke the licenses of any investment and construction firms found doing little or nothing with the islands or land they said they would develop.

In a Facebook post on Wednesday after meeting with army officials in Preah Sihanouk province, the premier wrote: “We have to check and take back any island investment project which have no action. Especially some people who asked for licenses to sell, we have to immediately take it back,” he said.

Mr. HE did not say which islands or companies he was referring to, but provincial governor Chhin Seng Nguon said it was a warning to companies to take advantage of their investment and improve the land.

He said that of the 32 islands in his province, less than 20 had been licensed out to companies for development. Some of them are too small for any development or are used by the military...

The government has granted licenses to the Royal Group, owned by tycoon Kith Meng, for the island of Koh Rong. Australian Melita Koulmandas Hunter was given the rights to Koh Sangsaa, Koh Puos was given to the Koh Puos Investment Group chaired by Russian nationals Stanislav Molodyakov and Alexander Trofimov, and Koh Dek Kuol was licensed out to fugitive Russian tycoon Sergei Polonsky, who was deported to Russia last May for embezzling $175 million.

Kith Meng is the bagman, it is not aimed at him. He will probably get the islands that are returned.

Prime Minister warns of taking back 30 island projects
April 24, 2018
Prime Minister HE has warned that he will withdraw 30 island development projects, including Koh Tonsay island run by tycoon Try Pheap, from private companies because they failed to develop the land after receiving land concessions.

Speaking during the inauguration of The Royal Sands Koh Rong resort owned by telecom company tycoon Kith Meng in Preah Sihanouk province, Mr HE said that about 30 islands have not been developed although the companies were granted economic land concessions.

“I give the right to Sok Chenda [Secretary General of the Council for the Development of Cambodia] to withdraw those islands, and check for giving a change to develop it because the companies that received them from the government did not do any development,” he said.

Mr HE said that he could not allow those companies to continue selling their projects to other investors because the act was against the law.

Mr HE also ordered all concerned institutions to review the signings of tourism development projects such as Koh Tonsay Island (Rabbit Island) in Kep Province.
“We need to review it because we have already signed for them to develop, but they did not develop it,” he said. “Rabbit Island remains Rabbit Island, so I give an order to take back Rabbit Island because it was granted to three companies.”

“The real investor has the money to invest, but they have no place to invest in because broke investors control those islands,” he added.
