Any foreign investment now in Sihanoukville should be viewed as high risk. Chinese investors offering way above the actual real estate price, places any "good landlord" promise of a safe secure with lease, even long term under legal contract, to be considered nothing more than a hand shake deal and cancelled at any time with minimal warning and without compensation.
