Census police?

My wife was at the house and had some census police stop by. They say they need a picture of everyone in the house. And a copy if my passport. I blew it off as a shakedown for a few dollars. But my landlord came by today and confirmed it. They even want a picture our 4 year old daughter. So, is it true? What are the odds Cambodia is having a true, legit censes?

It's done every year not a big deal, not a census, your suppose to register your place of residence. The fee is for the landlord to pay and is very reasonable around $5. Been covered on other threads
