I guess I'll buy a ticket the next time it sinks.

Now, getting back to illegal logging, as long as there is a tree still standing, there is the potential for it to be '' illegally '' logged.

Terrible how they never find the owner of the wood. And no clues either. So naturally it gets confiscated.

Ratanakkiri authorities seize nearly 200 logs near Lumphat Wildlife Sanctuary

Authorities in Ratanakkiri province seized 190 pieces of timber hidden in the forest near the Lumphat Wildlife Sanctuary on Monday, but said they were still unsure who owns the illegal wood.

Ratanakkiri Environment Department official Phon Khemerin said Lumphat district authorities coordinated with Military Police to confiscate the timber after receiving tips from people living nearby.

“The police are investigating the perpetrators of the illegal timber trade, but we have not found any clues,” Khemerin said. “The authorities will find them soon, I believe.”

Among the haul are 180 pieces of first-grade timber and 10 pieces of second-grade, square-cut timber, all hidden near Seda commune’s Samutkram village.

The sanctuary has been a hotspot for illegal logging, with residents of the commune filing a suit last year accusing local officials – including Khemerin – of being complicit in clearing the forest. In February, authorities made a similar bust in the same commune but were also unable to find the owner of the timber.

But throw a thong at a billboard and they will pursue extradition from Thailand AND jail you for an extended period. Justice will prevail. =@

Cambodia parliament passes draft law on forestry
Phnom Penh, June 1, 2018

The National Assembly yesterday approved a draft law adopting the policies of the Asian Forest Cooperation Organisation, meaning that the Kingdom could soon become the organisation’s newest member country.

The draft law contains 22 articles in line with AFoCO’s policies on forestry. The draft was approved by parliament members during a plenary session earlier this month and was then submitted for review and approval by the legislative body.

Yesterday, members of the National Assembly presented the bill during a session presided by National Assembly president Heng Samrin. The draft was passed with 112 votes.

Agriculture Minister Veng Sakhon said during the session yesterday that the adoption of these policies will benefit the country through cooperation in the forestry sector under AFoCO by aiming to cultivate and restore forest cover, an act that would be in line with Cambodia’s national development strategy.

“The adoption of the agreement to establish Asian Forest Cooperation Organisation [policies] is a response to our want to reform the forestry sector in Cambodia,” Mr Sakhon said. “Especially in sustainable management, conservation and development of forest resources for long-term benefits for the future of the Cambodian people.”

Chheang Vun, chairman of the Commission on Foreign Affairs, International Cooperation, Information and Media at the National Assembly, praised the Agriculture Ministry for its part in preventing forest and agriculture related crimes.

The draft law to adopt the agreement will now be sent to the Senate for approval.

Illegal timber still flowing: EIA
- More than one million cubic metres of illegal timber has flowed unhindered from protected areas in Cambodia’s northeast provinces to Vietnam as the latter continues its role as a serial illegal timber trade offender, according to a report issued by the Environmental Investigation Agency.

The UK-based EIA released a scathing investigation on May 31 titled “Serial Offender”, saying that Vietnam recently signed a timber trade agreement with the European Union, prompting large volumes of illegal timber to flow across the Cambodian border from protected areas and wildlife sanctuaries in three provinces.

The report said that EIA investigators visited the areas during the 2017-2018 dry season to look into whether the illegal trade in Cambodian timber had ceased, discovering three main areas within Cambodia where substantial illegal logging operations were still underway.

The three areas included Virachey National Park in Ratanakkiri province, the forests surrounding the Lower Sesan 2 dam in Stung Treng province, and Phnom Prich Wildlife Sanctuary in Mondolkiri province.

“These three illegal logging operations in Cambodia had the capacity to send 1.15 million m3 of timber to Vietnam,” the report said.

At the Lower Sesan 2 dam site, a massive complex of up to 60 sawmills processed logs illegally felled in forests up to 20km away and laundered them through the dam site, the report said.

Inside the Phnom Prich Wildlife Sanctuary, cartels controlled by powerful logging barons stripped timber from inside the protected area, the report said.

“Millions of dollars in bribes are paid to forest rangers, military, police, and media, as trucks travel down a ‘road of tolls’ to Vietnam,” the report said.

The report also alleged that last year and this year, large proportions of the illegally harvested timber crossed into Vietnam without passing through official Cambodian ports of exit.

“This was done to avoid Cambodian export laws and taxes, or the substantial bribes required to have these ignored by Cambodian enforcement agencies,” the report said. “Such smuggling meant timber often did not enter Vietnam through official border gates, instead entering via tracks through rubber plantations adjacent to them.”

Environment Minister Say Samal yesterday said that it was an old and cooked up story and inquired where the EIA obtained such data. “How can we respond to something so baseless?” said Mr Samal, who in 2016 said on World Environment Day that “mass logging which we have seen has completely ended”.
