I think its hard for Cambodians to get their heads around the idea of paying for rubbish disposal. Outside of PP anyway.

Garbage in Phnom Penh may rise to 800,000 tonnes by the end of this year
November 1, 2017
(Phnom Penh):Deputy Governor of Phnom Penh, Noun Pharath, said at a conference on October 28 that the city is now facing a waste problem. Garbage in Phnom Penh has increased continuously in the first four months of this year to nearly 400,000 tons. The amount of garbage by the end of 2017 is forecast to rise to 800,000 tonnes.

Not if there's a fire, not even if you hear the sound of a thud from my home and one week later there's a smell coming from there that can only be a decaying human body and you have to hold a hanky to your face because the stench is so thick that you think you're going to faint.

Same canal, this week:
14 March 2018
Phnom Penh: Two sewage drainage dams[sic], Boeung Trabek Canal and Boeung Salang Canal, are becoming a big garbage dump. Those living around the area are throwing all their garbage into the canals, city authorities say.

Mr. SAM Piseth, director of the Phnom Penh Municipal Department of Public Works and Transportation, said over the past week, officials from the subordinate units have been working to clear the rubbish that has sealed the whole of Boeung Trabek canal, then after the work is finished, the team will remove the trash from Boeung Salang Canal.
When the canals are full of rubbish, that creates flooding problems and health hazards for residents. Authorities call for citizen participation.

My mother and her husband was just recently over for a visit and they both commented that they thought there was far less trash around than the last time they visited.

My mother was last here about 4 years ago and her husband about 7.

I was in Bangkok recently and I felt I wasn't in SE Asia. not enough trash.

I've just got back from Chennai. PP feels like a calm, quiet, clean, sunny oasis now. I have a whole new perspective.

Oh and Chennai was swarming with mosquitos. If that nasty malaria strain takes hold there it could be disastrous.
