I'd stay at Turtle Guest House and eat at Tokae. Both are on the central market. Strangely enough it's not noisy.

Turtle GH is $5 with bathroom and fan and $10 with A/C. I stayed there in Jan. The entrance is down an alley across form the market, but it's clean upstairs and the balcony is good to hang out with a beer and do some people watching. No food, but there are shops everywhere, and Tokae restaurant is close.
The best place for sunset is Balcony where they have a full bar and great view of the sun going down over the Mekong and Koh Trong. It's along the river front - a bit of a walk but worth it.
Tokae is open all day on the market corner - serves basic food and draught beer. The infamous Red Sun Falling also has a proper bar, can be good to hang out in the evening, and sells food.
Otherwise, River Dolphin GH/hotel is a little more upmarket and used to be ok,but its way out of town.

If people don't think Cambodia is still cheap, I don't know what is. I spend $7 at Burger King these days.

The original Balcony Guest House was run by a Kiwi/Australian. He has passed on, and his Cambodian son is running the present version of Balcony along from the Mekong Hotel (big Chinese place). The place has moved several times due to greedy landlords, but has always been overlooking the Mekong.

This is Turtle Guesthouse on the marketplace in Kratie.

AFAIK Tokae restaurant and Star guesthouse are still closed since the owner died.
