My point was the suspect was first reported to be impersonating an off duty cop without a uniform when he shot the woman, and then in the second report he was wearing the uniform when he shot her. Not sure if translation error or just cops making up their press statements with whatever they think of at the time.

Not sure if translation error or just cops making up their press statements with whatever they think of at the time.
Both theories are plausible.
They said at first that the suspect was a plain-clothes cop, then police said he was dressed as a policeman. However, nobody questioned whether it was normal to pay off the cops at all - whether in uniform or not.
Unfortunately, ( my theory is that ) it's very likely that the police spokesman here thought it would sound better if the guy was in uniform when he was racketing a gambling den. Becuz thats what cops do, right ?

None of the business owners I know have ever done so, and I've asked them about it. There are a few places that still employ guards, and these are usually run by either security companies or smaller operations, both usually have RCAF types behind them.

That would be the biggest source, but there are plenty of tailors all over town that can provide uniforms and equipment. I bought a few BHQ hats as presents in a tailors next to Lucky's on Sihanouk a few years back. None of that stuff comes particularly cheap though.

Police officer jailed over extortion shooting

A former police officer whose warning shot at the floor struck a pregnant woman while he was demanding money from a gambling den owner in Phnom Penh last year was on Friday sentenced to 10 years in prison.

Im Vannak, presiding judge at Phnom Penh Municipal Court, convicted and sentenced Bou You Heng, 28, to 10 years in prison for attempted murder and unauthorized weapons possession.

Judge Vannak said that on August 14, Mr You Heng attempted to extort $10 from a gambling den owner in Tuol Sangke commune, where he fired his pistol at the floor when the owner refused to pay for “protection”.

The bullet ricocheted off the floor and struck a pregnant woman nearby the gambling den, causing serious injuries.

After the incident, police initially reported that Mr You Heng was unemployed and had bought a pistol and police uniform off the black market, disguising himself as a policeman in an attempt to extort money.

But judge Vannak on Friday confirmed that Mr You Heng was actually employed by the municipal police’s criminal investigation department at the time of the shooting, noting he lost his position after his arrest.

“The court sentences him to 10 years in prison,” judge Vannak said on Friday. “The court orders him to pay 10 million riel [about $2,500] in compensation to the plaintiff [the pregnant woman].”
