US aircraft carrier arrives in Vietnam for historic visit as China ties are put to the test
The visit comes at a time when China is increasing its military build-up in the Paracel Islands and seven artificial islands in the Spratlys in maritime territory also claimed by Vietnam

A US aircraft carrier arrived on Monday in Vietnam for the first time since the end of the Vietnam war, dramatically underscoring the growing strategic ties between the former foes at a time when China’s regional influence is rising.

The grey and imposing silhouette of the USS Carl Vinson could be seen on Monday morning from the cliff tops just outside the central Vietnamese city of Da Nang, where the 103,000-tonne carrier and two other US ships begin a five-day visit.

The arrival of the Vinson marks the biggest US military presence in Vietnam since 1975 – but it also illustrates Hanoi’s complex and evolving relationship with Beijing over the disputed South China Sea.

Vietnamese Foreign Ministry spokeswoman Le Thi Thu Hang said the visit would “continue to promote bilateral relations within the framework of the two countries’ comprehensive partnership and contribute to maintaining peace, stability, security, cooperation and development in the region.”

Vietnamese envoys had been working for months to ease the concerns of Beijing over the visit and the prospect of broader security cooperation between Hanoi and Washington, according to diplomats and others familiar with the talks.

US navy carrier's Vietnam visit signals closer ties amid China tensions

Thousands of sailors from a US navy carrier and two escort vessels have taken part in a charm offensive while on a port call to the Vietnamese coastal city of Da Nang, in the largest US troop presence in the country since the war ended in 1975.

In a classroom on the outskirts of the city, uniformed navy sailors played rock and country classics for dozens of enthralled children who had disabilities that have been blamed on the Agent Orange sprayed by the US military during the war. After the performance, more sailors arrived for some arts and crafts.

Cooks from the USS Carl Vinson visited local restaurants to learn Vietnamese recipes, and the US naval band performed songs from the war-era Vietnamese composer Trinh Cong Son.

Dignitaries from both the US navy and the Vietnamese government lauded the visit as a sign of budding friendship between the two former foes, but looming over the fun, lighthearted atmosphere of the week was the question of China. Although geopolitical issues were largely left unspoken, analysts said the trip largely stemmed from anxieties over a millennia-old rivalry between Vietnam and its northern neighbour.

Nguyen Chi Tuyen, a dissident blogger from Hanoi also known by his pen name Anh Chi, said the Vietnamese people welcomed US military engagement with “our hearts and minds”.
He said opposition to China was deeply embedded in Vietnam’s national identity, with the South China Sea dispute only the most recent in a line of conflicts stretching back to China’s first emperor, Qin Shi Huang, in the third century BC.

NEAR the point where Vietnam bulges deepest into the South China Sea lies Cam Ranh Bay, perhaps the finest natural deepwater harbour in South-East Asia. France based a fleet there in colonial times. Russian ships made use of it in the Russo-Japanese war, Japanese ones during the second world war and American ones during the Vietnam war.

After the American withdrawal and communist triumph, the government of the newly reunited Vietnam leased the naval base to the Soviet Union. Russia gave up the facility in 2002. Today it is Russian tourists who flock to Cam Ranh International Airport, with its American-built airstrip, on their way to the beaches of nearby Nha Trang.

These days Vietnam ostensibly follows a policy of “Three Nos”: no military alliances, no foreign bases and no joining with another country to fight a third. Nonetheless, adjacent to the Vietnamese naval base at Cam Ranh is a facility that receives foreign military vessels. In theory it is a purely commercial venture, open to the ships of any country willing to pay for the maintenance and refuelling it provides. But it also serves a strategic purpose: sending a defiant message to a resurgent and expansionist China by allowing Vietnam to strengthen military ties with an increasingly diverse group of countries.

Anti-Chinese sentiment runs deep among ordinary Vietnamese. Vietnam fought wars against both America and China in the 1970s. But these days Americans, by and large, are received with affection, whereas many Vietnamese remain convinced that China still has territorial designs on their country.

If any country in Southeast Asia resists China militarily, it will be Vietnam. No one else is interested or capable, but Vietnam has the ability and will to push back against its “big brother.” Vietnam wouldn’t exist as a sovereign state today if it weren’t eminently capable of pushing back hard. It would have been absorbed long ago like Xinjiang and Tibet.
