Reactions to the US announcement from the link above:

- The move was welcomed by self-exiled former CNRP Deputy President Mu Sochua, who has repeatedly called on the international community to impose sanctions on Cambodia.

“[Restoring] democracy needs stringent and timely actions,” Sochua said in a message. “We are encouraged to see the internatioynal community making joint efforts to give the Government a chance to get back on the track of genuine democracy.”

However, political analyst Sebastian Strangio expressed scepticism about the measures and said it would likely harden the Cambodian government’s position.

“Everything they’ve done has made clear that they have no intention of going back, that they’re determined to reset the status quo and fundamentally recalibrate Cambodian political life,” Strangio said.

“You can force the government to take certain measures, but it’s very hard to force them to adopt a democratic mindset,” he added. “They’ve never had that. The most you get is temporary accommodation.”

Sure, he often seems to respond to "global pressure" by doing more of what annoys them. I always think this attitude harks back to the 80's, when the People's Republic was a pariah state and it was blamed for all sorts of disasters by pure disinformation, or any of its successes were completely ignored. Not to say the state didn't have some bad policies, but a lot of what was fed west was pure BS.
I don't think this is anything to do with state politics, it's just a typical Khmer attitude.
Complain about the music, they turn it up, etc.
Turn their electricity off.

Spokesman vows Cambodia will fight against ‘colonisation’ after US cuts aid

The Cambodian government expressed “dismay” yet remained defiant yesterday in the face of a US decision to cut aid to the Kingdom in response to its ongoing political crackdown, saying it would not comply with demands to restore the forcibly dissolved opposition CNRP.

In a statement, government spokesman Phay Siphan defended Cambodia’s track record as a liberal democracy and called the US decision “dishonest”.

“This is a sanction on the people who love real democracy,” Siphan said, adding that the government would continue to fight “foreign interference and colonisation”.
