"My brother borrowed someone's phone and called me 3 days ago.
I have been trying to call that phone number but no one is responding.
He is sick and weak and says he can't walk. He did not know what hotel he was in. We are trying to bring him home. If anybody knows where he is please help us.

If he borrowed someone's phone then that someone knows where he is and presumably could get help? sorry but it sounds a bit weird. They should give the number to the police through the local embassy. they can trace live phones
