The hotel was supposed to open middle of last year, then middle of this year... but even when it does it will probably have as many customers as the luxury goods mall at the bottom.
There are often lights on on various floors so I guess work is proceeding. They had the big LED screen/sign on the side lit up one night, but that's the only time I've seen it on. I thought that might be a hint that the hotel was close, but that was months ago now and it's never been switched on again.

Yes saw the cleaners at work on the riverside of the building a while back.
Also they have a almost completed the underground car park opposite between street 106 and 108.
There has now been a wall built around Freedom Park and work on the next step for underground car parking will start soon.
As they were observed taking core samples all the way to the Night Market they intend to convert all to underground parking.
Personally I think if the drainage systems fail it will be just a series of large swimming pools.

HE today said that Cambodia will soon announce a 600m tower.

Ah, well it's ok compared to Exchange Square... although I was disappointed it doesn't have a revolving restaurant at the top.
