PHNOM PENH, Jan. 19 (Xinhua) -- The ruling Cambodian People's Party (CPP) held its extraordinary congress on Friday to discuss and adopt the next five-year political program (2018-2023).

"Our party must have a very clear political program to build hope for the constituents and to win their support," CPP's honorary President Samdech Heng Samrin said in his opening speech, adding that the congress would also review the party's achievements in 2017 and set the target for 2018.
Samrin, who is also the president of the National Assembly, said 2018 is also a special year for Cambodia as the country will hold two major elections, the Senate election on Feb. 25 and the general election on July 29.
The three-day congress was presided over by CPP's President Samdech Techo HE, who is the prime minister of Cambodia, and was attended by some 2,400 party members from across the kingdom.
The CPP has ruled the country since 1979. Its current central committee consists of 545 members.
In the 2013 general election, the CPP won the majority receiving 68 parliamentary seats against 55 seats for the now-defunct opposition Cambodia National Rescue Party (CNRP).

Its the new Chinese Cambodian news partnership. I post the news, whatever it is. Unless it seems to me to be bad for the owners of this site with the media crackdown we've been experiencing in Cambodia lately. So far, I've only had to pull a couple of articles.

To be fair this could be a good sign. Everyone sees politics in this country as black and white as in everything the government does is bad and everything the opposition do it good, when in fact like is shades of grey. the fact that the CPP had a congress means they are aware that things are changing and they are discussing rather than having dictatorial pronouncements handed down. I have had a feeling for some time that there is a bit of a struggle going on between those who want refoem and those who do not, and despite all the negative press some progress is being made to the benfit of the people. For example. no one asks for backhanders when you go to get a passport or a driving license, in our village they do not charge for family books and birth certificates anymore, and in many government offices you do not give cash to anyone, you take a slip to the bank or wing. Small changes perhaps, but reform usually is a lot of small steps not 1 big leap. Its difficult to remove corruption when mr and mrs Khmer complain about it but still wan to pay the tax collector $5 a month and still do not want the police to fine them for jumping red lights. The people haveto be prepared to give up tea money every bit as much as the government and I see precious little sign that the people are ready yet
