There are Vietnamese everywhere, around Kandal Market for example. They are all over the city too but I don't recognize them that often, it's usually Khmer friends I'm with that point them out. There are plenty out selling prawn rolls and coffee etc all over the place. They do a lot of skilled work and are in demand for that, some are just fishermen. Those side streets off Route 5 are pretty crummy with gnarly looking locals hanging around, when they stop smiling you'll know you're in the right place.

Loads of Vietnamese owned shops with Vietnamese clients selling Pho in Phnom Penh. Might be safer than walking around slums you don't know.
