Could Sihanoukville affect the election

I never discuss politics with Khmer but in general chatter news of what is happening in Snooky and how it is affecting locals and Khmer who like to go there for weekends to the beach is starting to become a popular topic. Some Khmer are concerned at losing their only beach resort and being priced out of enjoyment of it.
Very reminiscent of Koh Samui a few years ago where I was told they wanted European and western $100 a day tourist back, not russian $10 a day ones. Restaurants suffered and even the nightclub shut its upper floor due to lack of customers

Affect the election in what way? Not much left to choose from on the ballot

Preah Sihanouk is the most bolshie of all the provinces. There's no money coming this way

yes. that's what Theresa may thought in the uk. people don't have to like the other options, they just have to vote for them to throw a spanner in the works.
if everyone refuses to vote or they vote for any party other than the CPP then they send a message. there will beother parties on the ballot paper. Even if they are allies of the cpp it would be somewhat embarrassing for the cpp to lose seats.Very few in the UK really wanted corbyn or labour, but he had the biggest chance of getting Adolf Hitlers granddaughter, the Tyrant Theresa out. The we could deal with Corbyn later, after the horror of hard brexit was avoided :-)
