Prime state land in Phnom Penh converted to private property
Private entities handed state land

- The government has converted three plots of land in Phnom Penh from state public property to state private property – effectively handing them to private entities – including a Ministry of Planning office on Monivong Boulevard that was transferred to the son-in-law of a senior CPP lawmaker.
The announcement from the Council of Ministers, released in the Royal Gazette last month, briefly describes three plots of land belonging to the Ministry of Planning, the Ministry of Industry and Handicrafts and the Ministry of Defence that were privatised at the end of October.
State land deals can often be lucrative for private business owners, sometimes with close ties to government officials. In some cases, government offices are moved to less valuable land and the private company is allowed to develop the prime real estate.
According to the sub-decree, a 1,000-square-metre plot of land that currently houses the Ministry of Planning’s General Directorate of Planning was transferred to Ly Chhuong Construction, which is constructing a new office for the department behind the current one, which sits directly on Monivong Boulevard. Chhuong, the son-in-law of senior CPP lawmaker Cheam Yeap, could not be reached for comment yesterday.
Ministry of Planning spokesman Chey Nath also could not be reached for comment. However, a Ministry of Planning employee who spoke only on the condition of anonymity said employees are unsure what the company plans to do with the land.
He added that some officials who complained about the swap had allegedly been bribed.
“Some lower officials got $200 to $300, while senior officials got higher compensation,” he said.
Also on Monivong, a 600-square-metre plot of land belonging to the Ministry of Defence was converted into private property and transferred to Mong Chanarith and Sophal Phalyka, according to the sub-decree. This is more old rice. Once you have the experience of converting lakes to building sites then anything is possible. Mr Tonlie Sap and Mrs Mekong had better watch out,, they might be next.

one effective way by government to reduce traffic congestion in city centers is to relocate government offices to elsewhere. so yes good move.

More than 8,000 square meters of central Phnom Penh land will be granted to Choeung Sopheap, one of the country’s most prominent tycoons whose firms are known for filling in Boeng Kak lake and previously receiving a 300,000-hectare land concession.
The land transfer, disclosed in a government sub-decree seen by VOD this week, transfers plots of land near the NagaWorld casino. The land currently contains two public toilets, a police station, military police office, car parking and a grassy plaza.
The sub-decree, dated June 25 and signed by Prime Minister HE, says the land transfer will be carried out by the Interior Ministry and Phnom Penh City Hall.
It grants three plots of land to Sopheap: 2,321 square meters opposite NagaWorld along Sihanouk Blvd, 5,000 square meters to the north opposite the Cambodiana Hotel along Sisowath Quay, and 941 square meters near the Swan Bridge to Koh Pich.
Government spokesperson Phay Siphan said he did not know about the transfer in detail, but if HE had agreed to it, it must be important.
“When it meets the important demands of the state, Samdech prepares it like this,” Siphan said, using an honorific for HE.
When asked about the prime minister repeatedly stating that he would end land swaps in recent years, Siphan said it was a matter of weighing up priorities.
“When the state’s interest is huge, Samdech makes it [happen] because it is the responsibility of the prime minister,” the spokesperson said. “It could be that the state demand is a priority that forces Samdech to sign it.”
Phnom Penh governor Khuong Sreng declined to comment. City Hall spokesperson Met Measpheakdey said he had not received information about the land transfer and would look into it. Interior Ministry spokesperson Khieu Sopheak declined to comment.
Sopheap, also known as Yeay Phu, is the wife of CPP senator Lao Meng Khin and director of Pheapimex, Shukaku and the Sihanoukville special economic zone.
In 2000, Pheapimex was granted a 315,000-hectare economic land concession in Pursat and Kampong Chhnang provinces, exceeding the limit of 10,000 hectares per concession.
Shukaku, meanwhile, was given the rights to develop Boeng Kak in central Phnom Penh in 2007, whereby it filled in the lake and violently evicted residents on its edge.
Chak Sopheap, executive director of the Cambodian Center for Human Rights, said the procedure for land transfers is neither clear nor transparent, especially in terms of whether social and environmental impacts have been studied and disclosed to the public.

They're pretty cryptic about the location. Is it Wat Botum "park" area? The "park" in between the two lanes on Sihanouk Boul.? I don't know of much state land, but I'm assuming it's Wat Botum as there's a newish gendarmerie station there I think. If true, then they really do hate parks and green spaces here...

It's the Krom Ngoy garden, between Pencil and Cambodiana. The southern end is the old royal stable? Nice park, massive old bodhi tree.
