what is your budget?
the actual beach is public and is owned by the State

panama and ecuador are ok, i hear.
there are some quaint post colonial British colonies, islands and such, over towards the Americas; Belize is one example on the mainland that may be good for commonwealth passport holders.

beach facing land here now is in the bubble category with crazy prices.

you may get a lease over in Koh Kong on the beach for a hut- but no real mid range beachfront investment opportunities in the residential price range, as far as i know.

Kep has some land at reasonable prices in the hinterland, but has also gone up substantially in the past few years and will likely go up more.

kampot still has relatively inexpensive land but rising quick
