it would be easy to overstay here through lack of funds to leave.

They do have blacklists for overstayers, details in the sub-decree, will look later and post details.

i know a guy who crossed informally into Laos upriver from Steung Treng and lost his 2nd passport in the river. he went to Vientiane where they fined him $400 for illegal entry- they could have charged a kilobuck, but he was polite and contrite. played the bumbling tourist with lost passport.
lucky for him he was a dual national and had a virgin passport up his sleeve.
anyway- of course he had overstayed for a considerable time, but all good in the end.
