Curious - what is it that you expect the other NGOs to do? Nothing will change unless the people themselves stand up for change... so nothing will change.

Thats the point im trying to make, the people are going along with it with virtually no resistance.

The Khmer people are the only ones who can change anything here. Many are happy to let things stand as they don't get directly effected. Many are disenchanted but are afraid to make waves as they will drown . We foreigners are guests here and should not offer opinions in public or on social networks.
Watch, listen and be aware of whats going on around you. Have a plan B if shit hits the fan.
