I had a slightly torn 100 that no one would take and the GF took it to a changer who took a $2 commission.

A few years ago I had a few £20 notes with writing on them, about £2000 worth. ACLEDA would not exchange them. So I went to a money changer, he took them to ACLEDA, and they changed them no problem.
Always "hope" but never "expect".
