Explosion in Phnom Penh factory injures 19 people unsure of compensation

PHNOM PENH - At 9:30am on October 2017, as people were working, a steam boiler in a garment-cleaning factory exploded and sent rocks, concrete and metal flying in every direction. The explosion was so intense that workers in two neighboring factories were injured, and the heat blast damaged the buildings.

The accident took place at Korng Sun Factory in Por Sen Chey district’s Choam Chao commune, Phnom Penh. In all, 19 people were injured in the blast, and 6 of them are still at the Khmer-soviet hospital in serious condition.
Unfortunately, a media release by the Garment Manufacturers Association in Cambodia (GMAC), states that Korng Sun was not registered with the body, so those who were injured are not entitled to financial compensation from the National Social Security Fund (NSSF). Korng Sun is believed to be a unregistered sub-contractor, which underlines the present loopholes in factory legislation concerning health and safety.
The Ministry of Industry has said that he does not know if the company is registered with the ministry, and therefore subject to boiler inspections.
There have been at least four major boiler accidents in Cambodian factories this year.

There are reports that the company is not registered, and the boiler was not being maintained properly or correctly used; an investigation is underway.

Garment factories told to prioritise boiler safety

Garment and footwear factory representatives yesterday called on all industry players to place greater importance on workplace safety following a string of deaths and injuries related to boilers exploding in factories.
The call was made during a workshop on safety held at the Garment Manufacturers Association in Cambodia.

Kaing Monika, deputy secretary-general of GMAC, said employers must enforce boiler safety on a regular basis, and also do the same for forklifts, generators and air compressors.

Late last month, seven workers were injured in boiler explosions at two different factories in Phnom Penh’s Por Senchey district.
In April, two boiler explosions in Meanchey district killed two and injured four. Six workers were injured the same month in Poipet.
In March, one garment worker died and seven were injured in an explosion at Zhen Tai garment factory in Phnom Penh’s Sen Sok district.
